Description

Provides services including but not limited to:

  • media strategy, planning and buying
  • creative strategy and ideation
  • content production and fulfilment
  • marketing events
  • audit and assurance services to support marketing and communications campaigns

It will replace RM6123 Media Services and RM6125 Campaign Solutions 2.

 Lots 1 and 2

Lots 1 and 2 were awarded on 18 December 2025. Both lots will start on 14 June 2026 following a six month transition period. It will end on 14 June 2030, with no call-off contracts after this date. Updates will be sent to existing clients and new clients can send enquiries to marcommsandresearch@gca.gov.uk

Lots 3, 4, 5, 6, 7 and 8

Lots 3 to 8 are available from 15 January 2026 and will run until 14 January 2030, with call-off contracts allowed to continue after this date if agreed before the framework ends. A soft mobilisation period will run from January to March 2026, and customers should share pipeline with marcommsandresearch@gca.gov.uk

You must have internal approval from your organisation, regardless of the contract value

Additional requirements for central government and Arms Length Bodies clients

Central government organisations and arms length bodies (ALBs) must get Cabinet Office approval before they commit to advertising, marketing and communications (AMC) expenditure of £100,000 or over. If you have any questions about the AMC spend control process, email the Government Communication Service team.

Government bodies using this agreement must pay the government communication service (GCS) management charge. This is 1% of the total net contract value.  It is collected by the agency on GCSs behalf.

This charge is paid on all government communications bought through our  marketing and communications agreements.  It funds the GCS. It has existed since 2013 and is approved by the Civil Service Board, Ministerial Board and all Directors of Communications.

Award without competition

You can award without competition for lots 1, 2, 3, 5 and 8. For full details on the process, please read the buyer guide.  

Award with competition 

For lots 4, 6 or 7, you must run a competitive process to choose an agency. For full details, please read the buyer guide.

Documents

Crown Commercial Service (CCS) became Government Commercial Agency (GCA) on 1 April 2026. Documents published before this date may still refer to CCS. All contract documents remain valid for existing and new contracts, and there are no changes to how you work with us.
